get in touch with the small business association. it also depends on the type of business. check with your states chamber of commerce to see what you need for that type of business.

I'd check with your local Community College. You might also check with your local government, including your Chamber of Commerce. In Canada, the Canada Revenue Agency has small business seminars to teach business owners about the requirements from a tax perspective.
